Advancing Uzbek Diplomacy: Outcomes of the Working Visit to Finland and Estonia

A delegation composed of representatives from the University of World Economy and Diplomacy (UWED), the Diplomatic Academy and the Department of Human Resources and Educational Institutions of the Ministry of Foreign Affairs of the Republic of Uzbekistan traveled to Finland and Estonia for a working visit from May 18 to 24, 2025. The OSCE Project Coordinator in Uzbekistan provided assistance in organizing the visit.

The primary goal of the visit was to study the advanced experience of Finland and Estonia in training diplomatic personnel and improving the qualifications of civil servants, to establish partnership ties, and to discuss joint research and educational projects with academic and analytical institutions of those countries.

During the visit, the delegation held meetings at the Ministries of Foreign Affairs of Finland and Estonia, the Finnish Institute of Public Management (HAUS), the University of Helsinki, the Finnish Institute of International Affairs, the Martti Ahtisaari Peace Foundation (CMI), the Estonian e-Governance Academy, Tallinn University, and the Estonian School of Diplomacy.

Following the visit, agreements were reached on establishing and strengthening cooperation with leading state and scientific and educational institutions of Finland and Estonia. Issues of exchanging publications and conducting joint research on various issues of modern international relations were touched upon.

Discussions at the Estonian School of Diplomacy centered on planning lectures for the academy's graduate and undergraduate students both in-person and online during the 2025–2026 academic year. Additionally, the prospect of sending Uzbek diplomats to Estonia for advanced training courses was also debated.

This visit marked an important step toward fostering stable and productive cooperation with the Finnish and Estonian sides, studying contemporary international best practices, and applying them into the Uzbek diplomatic service system.
